The Role of Petty Officer Wenheng Zhao
Meanwhile, Petty Officer Wenheng Zhao, also known as Thomas Zhao, was arrested following a federal grand jury indictment. Zhao, who worked at Naval Base Ventura County, held a U.S. security clearance. He received approximately $14,866 in bribes from a PRC intelligence officer under the guise of a maritime economic researcher.
He allegedly transmitted non-public sensitive U.S. military information, including operational plans and radar system blueprints. Zhao’s guilty plea in October 2023 to conspiracy and receiving a bribe illustrates a rare but dangerous occurrence of insider threats within our military ranks.
“These arrests are a reminder of the relentless, aggressive efforts of the People’s Republic of China to undermine our democracy and threaten those who defend it,” said Assistant Director Suzanne Turner of the FBI’s Counterintelligence Division.
