Why this stings is simple. Tankers extend the reach of every fighter, bomber, and airlifter. When tankers lag, the entire force’s range and tempo shrink. Two main culprits: parts and people

Air Force officials told GAO they face critical shortages of key maintenance parts for both the KC-135 and KC-46A. Maintainers said parts failures were the main reason jets could not meet mission-capable targets. That tracks with what anyone who has turned a wrench knows: no parts, no jets. Shortages force units to “cannibalize” components from one aircraft to fix another, which wastes time and spreads downtime across the fleet. The effect compounds when supply lines and depots run behind.

GAO also linked a shortage of skilled maintainers and thin training pipelines to low readiness. The math is harsh. Fewer qualified crew chiefs and specialists means longer troubleshooting, slower inspections, and more repeat write-ups. New maintainers need time on the line to gain speed and judgment. When experienced hands separate faster than the service can train replacements, fleets stall. No software update or clever metric can replace that skill curve.

KC-46 growing pains meet KC-135 old age

The KC-46A was supposed to lift readiness as it replaced aged KC-135s. Instead, it arrived with critical system issues that GAO flagged years ago, including the remote vision system and boom design challenges. GAO’s 2022 review urged the Air Force to mature key technologies and test the design in operational conditions before declaring victory. Those deficiencies slowed the jet’s climb to full utility and put more stress back on the older fleet that it was meant to relieve.

The KC-135, meanwhile, carries the burden of age. It remains a workhorse, but a 60-year-old airframe demands more inspections, more corrosion work, and more unique parts. That means more waiting when vendors move on or when the Air Force lacks data rights to compete parts openly. The result is a pincer: the new jet needs fixes and spares tailored to its novel systems, and the old jet needs parts from a past industrial era. GAO’s June findings show that squeeze across both types.

Metrics matter, but sorties matter more

Mission-capable means an aircraft can perform at least one of its assigned missions, not every mission, which can create confusion in public debate. GAO has warned before that the Air Force needs better sustainment metrics to manage risk and investment across fleets. Clearer measures help, but they cannot hide the core truth: commanders need enough tankers ready to launch, on time, with booms and drogues that work. War plans do not grade on a curve.

Common sense and conservative stewardship point to three fixes. First, buy down parts risk with real money and real contracts that shorten depot queues and widen vendor bases. Second, rebuild the maintainer bench: pay, promotion, and family stability keep talent; schoolhouses and modern tech data speed training. Third, lock in KC-46 corrections and data rights to sustain the jet at scale. GAO’s track record on the KC-46 is sound; the service should close those actions, not debate them.
